I though maybe it wasn't applying to my own user (administrator)...so I created a test Guest account on the same PC, and even that account isn't reflecting the changes. I did in no way criticize you for posting that link. Your work-around for having gpedit.msc in Windows 8.1 works great. Download the following zip file and unzip it to C:\Windows\Temp\gpedit\.
